GRANT PROGRAMME
for Development of the Best Practices for Improvement of Digital Literacy of School Children and Teachers at Russian Schools abroad
Grants are aimed at improvement of digital literacy of students of Russian schools abroad. The programme is being implemented under the Human Resources for the Digital Economy Federal Project of the Digital Economy of the Russian Federation National Programme. Decree of the Russian Government No. 457 dated 3 May 2019.

A peculiarity of this grant programme as an additional tool for promotion of geopolitical interests of Russia with the help of culture, education and new technologies is that it is focused on expansion of the circle of non-profit organisations(and/or their representatives) forming a distributed and sustainable network of people and institutions in Russia and abroad for the purpose of establishing a positive image of Russia, study of the Russian language and the Russian culture supporting the "point of access" to information and opportunities for cooperation both as intramural events and in online mode.


Grants given on a competitive basis do not duplicate the main efforts and projects of Rossotrudnichestvo, but supplement them by expanding the circle of participants and the subjects of the competitive selection, and allow to "collect" in a systemic fashion the institutional and human resources abroad who are currently and potentially interested/participating in the support and promotion of the values of the Russian culture, educational and new technologies. The programme's format will allow to solve the strategic problems related to the wider introduction of unbiased and positive information on the life in Russia and strengthen cooperation between citizens of Russia and foreign countries by accumulating the results of short-term effective projects.
The main fields of work – advanced training for teachers, attraction of talented professionals to study and work in Russia, dissemination of the best practices for improvement of digital literacy will enable further growth of the Russian digital economy by 2021 as follows:
more than 130 educational programmes going worldwide
about 800 highly qualified specialists invited to work in Russia;
about 7,500 school graduates enrolling to Russian IT universities each year;
more than 350 thousand peopletrained under the digital literacy improvement programmes;
more than 830 thousand foreign citizens directly involved in the projects for improvement of the Russian digital economy.

The teaching staff is an important link between Russia, fellow citizens living Abroad and foreign citizens. It is the teachers who are directly involved in the support and promotion of Russian values, culture and education.
Efforts to attract foreign talents to study and work in Russia
Russia possesses high competencies and modern approaches towards management of the youth cooperation. It allows both to demonstrate the Russian achievements in the sphere of education and science, and attract young people abroad to implementation of joint creative projects.

Dissemination of the best practices for improvement of digital literacy, in-depth study of information technologies and programming at Russian schools abroad
The most advanced educational programmes based on modern technologies offer new opportunities and expand the access to methodical and scientific resources, and enable the consulting support for promotion and study of the Russian language and culture..
Implementation of modern and effective mechanisms and tools for support and promotion of the geopolitical interests of Russia abroad with the help of education, Russian culture and Russian language, as well as key digital technologies and new digital humanities.

Objectives of the Grant Programme
Use of new, modern formats for work with schoolchildren and adolescents using the key digital technologies and new digital humanities and additional support of the existing tools for attraction of young people abroad to study in Russia and implement joint projects and events.

Consolidation of partner ties by interactive collaborative learning and exchange of the best practices for improvement of digital literacy and other digital economy competencies, collaboration in social media and support of other forms of prolonged cooperation of the project participants.

Expansion of local "points of access" in the world to the relevant and diverse information on Russia as a technology superpower, Russian education and culture, as well as opportunities for cooperation with Russian non-profit organisations, joint projects and events.

Implementation of the project follows an economically effective model. Today, Rossotrudnichestvo has 98 representative offices in 81 countries of the world – primarily, they are Russian centres of science and culture, as well as representatives of the Agency in embassies. Thus, there already exists a major infrastructure guaranteeing larger coverage and effectiveness of the events with much lesser costs as compared to direct investments.
